ENERGY MANAGEMENT SYSTEMS – ISO Standard 50001

The UNI CEI EN ISO 50001 standard provides practical guidance to implement management models to improve energy efficiency. Starting from the identification of past energy consumption, the rule provides for the adoption of a policy and an action-monitoring plan with the aim of reducing energy costs and thereby increasing the competitiveness of organizations.

The D.Lgs. 102/2014 implementation of the 2012/27/EU Energy Efficiency Directive introduces the obligation for large companies and small and medium-sized energy companies to carry out an Energy Audit or alternatively implement an energy management system in accordance with ISO 50001.

 The M&IT Consulting model

The programme, to develop the Energy Management System, has different steps:

Step 1 – Initial Analysis

  • Energy analysis and determination of reference consumption (energy baseline)
  • Legislative Compliance Assessment

Step 2 – Monitoring

  • Identify energy performance indicators
  • Establishan energy management monitoring programme
  • Identify possible interventions to increase energy efficiency and achieve cost savings

ENERGY MANAGEMENT SYSTEMS – UNI CEI Standard 11352 – ESCO

UNI CEI 11352 defines the general requirements of companies (ESCO) that provide their customers with services aimed at improving energy efficiency in accordance with THE UNI CEI EN 15900 standard, with a guarantee of results. In particular, it describes the general requirements and capabilities (organisational, diagnostic, design, management, economics and financial) that an ESCO must possess in order to offer energy efficiency services to its customers.

It also provides a checklist to verify the capabilities of ESCO (Appendix A) and the minimum contents of the contract offer of the Energy Efficiency Improvement Service (Appendix B).

The M&IT Consulting model

The programme to develop the Energy Management System has different steps:

Step 1 – Initial Analysis

Preliminary analysis, using a special reference check list, to determine the organizational/document gaps of the company in relation to what the standard provides.

Step 2 – Task Planning

In view of the initial audit, the programme of activities will be launched to guide the company to be compliant with the requirements of UNI CEI 11352:2014.

Step 3 – Mapping and Verifying Capacity

Skills will be mapped, the objective evidence will be prepared and formalized to document ESCO’s possession of the skills required by the standard.

Step 4 – Support in writing contract documentation

The activities that will be analyzed and for which the supporting documentation will be prepared are:

  • Energy check;
  • In the case of the environment and safety, the system and equipment subject to the relevant legislation and regulations are verified, including for the purposes of environmental and safety, with the identification of possible adjustments and maintenance of compliance with the current requirements;
  • Development of feasibility studies, pre-design studies, with technical-economic analysis and the choice of the most cost-effective solutions in terms of energy efficiency and cost-effectiveness;
  • The design of energy efficiency improvement interventions to be carried out and technical specifications drawn up;
  • Management of energy efficiency improvement interventions;
  • Maintenance of energy efficiency improvement interventions;
  • Monitoring of the energy demand and consumption system;
  • Presentation of adequate periodic reports to the customer that allow a homogeneous comparison of consumption and energy savings for the contract period;
  • Technical support, for the acquisition and/or management of financing, incentives, calls for energy efficiency improvement actions;
  • Training and information activities of the user;
  • Energy certification of buildings;
  • Funding for energy efficiency improvement (optional);
  • Purchase of the energy carriers required for the delivery of the energy efficiency service (optional);
  • Exploitation of renewable energy sources (optional);
  • Economic optimization of energy carrier supply contracts (optional).

Step 5 – Development of the management system

The development of the Energy Management System according to the UNI CEI 11352 standard is to carry out what is planned, in order to achieve the compliance with the requirements of the relevant standard.

It means:

  • Define procedures to ensure that the rules are in place;
  • Define how contracts are prepared for customers and suppliers;
  • Define a unique approach to energy analysis of customer companies;
  • The company’s operational activities are carried out to bring the company into line with applicable legislative requirements and the requirements of the relevant standard.

Step 6 – Training and communication

The implementation of the Energy Management System for an ESCO requires paying close attention to aspects such as communication, training, awareness and the competence of the staff involved.

It is therefore necessary to carry out training interventions on the new ways of working (especially in the technical area), related to the application of the operational procedures defined in the procedures and instructions, in order to better manage the design of energy efficiency interventions to be carried out by customers.

ENERGY DIAGNOSIS

SERVICE PURPOSE

The aim of the proposed energy diagnosis is to give a general framework of energy consumption, as well as a sufficiently precise idea of the possible improvements to be made in order to be able to prioritise, deepen its feasibility and initiate its implementation.

The overall consumption framework will provide an awareness of the energy impact of the activity carried out and the suggestions for improvement will allow to assess the potential for energy cost savings.

The energy diagnosis, carried out in accordance with the requirements of the Italian standard UNI CEI TR 11428 on energy diagnoses and the new European standard EN 16247-1-2-3, will also comply with the requirements of D. Lgs. 102/2014, which in turn incorporates the 2012/27/EU Directive.

INTERVENTION SCOPE

Energy diagnosis covers all aspects of energy supply and consumption.

The consumption of electricity, gas or other fuels and also water consumption, as an increasingly valuable natural resource and to be rationalized in terms of consumption, will be analysed.

Energy consumption will be analyzed through the study of all service plants and their distribution networks: power plant and thermal network, central and refrigeration network, central and compressed air network, power plant and water network, wastewater treatment plant, lighting systems.

The consumption of end-users and the process is also covered in the framing of consumption, but the opportunity to highlight improvement interventions on the process will be evaluated on a case-by-case basis.

The analysis can also be used to assess opportunities for self-production. Self-production is predominantly the production of renewable electricity (photovoltaic, biomass) or cogeneration.

THE ENERGY DIAGNOSIS

Energy diagnosis will include all aspects of energy consumption. It will begin with a preliminary data collection, made through a questionnaire sent to the customer in the form of an Excel file.

On-site inspections will be carried out in the presence of the technical managers responsible for the management of the various service plants and the management and control of energy consumption.

Special attention is given to safety during the inspection. It will therefore be required to provide us, pursuant to art. 26 of D.Lgs. 81/2008 and s.m.i., detailed information regarding the specific risks that exist in the site/organization covered by our inspection and the prevention and emergency measures to be respected, including the indication of the IPR to be used.

The collected data will be analyzed in order to be able to draw up a final report.

The average time it takes to complete the analysis once all the necessary data has been received downstream of the survey activities is about one month.

RESULTS OF ENERGY DIAGNOSIS

The results of the energy diagnosis will be summarized in a final report, which will contain:

  1. A detailed description of the features of the site concerned
  2. A summary of consumption data and energy cost for at least one year, with the maximum distribution between electricity, thermal and water consumption
  3. Data on the breakdown between consumption by process and by service, by type of activity and between consumption by production/functional areas
  4. The identification of interventions that can be carried out with the preliminary indication of the investment costs, the savings that can be achieved and the technical and economic feasibility of the same
  5. Identify the possibility of requesting white certificates for interventions defined at the point (IV) and the associated benefit.

The delivery of the final report will be accompanied by a presentation of the results at the Customer’s headquarters. All data and documents collected, the results of the analyses and the final report produced, will be considered as confidential information and exclusive use of the Customer.

Suggestions that conclude the energy diagnosis will give rise to feasibility studies and implementation offers conducted by the same team of experts or their partners. Offers for these activities will be submitted on request.

TIME OF REALIZATION

The timing of the implementation of the various activities, as well as for the delivery of the final report, are as follows:

  • First site inspection: within a maximum of 30 days from the date of assignment
  • The final report is delivered: within a maximum of 30 days of the date of delivery by the customer of all the information required and necessary for the completion of the energy diagnosis.
